LIGHT MAGIC: The frustration of stop-and-go traffic may ease a bit for North County drivers soon. The Orange County Transportation Authority is expected to approve nearly $5 million on Monday to synchronize more traffic lights. . . . With traffic lights already coordinated in much of South County, this money is earmarked mostly for streets in cities such as La Habra, Los Alamitos, Cypress, Fullerton and Placentia.
