HAPPY DAYS? Local housing construction is only one-fourth of what it was in the 1980s, but Newport Beach economist Walter Hahn of Kenneth Leventhal & Co. predicts an upswing (D1). Hahn estimates that new houses will triple by 1997 as the economy regains its health. . . . “People buy more houses when they are more secure about their jobs,” Hahn says. “You see your neighbor getting laid off, it makes you think about your own situation. People don’t buy houses then.”
