* Thomas Mays has joined Pacific Mutual Life Insurance Co. in Newport Beach as government relations director. Earlier this year, Mays was appointed by Gov. Wilson to the Department of Toxic Substances Control, where he served as chief and set up the new Office of Regulatory Assistance. Mays served in the California State Assembly from 1990 to 1992, and before that was mayor of Huntington Beach.
