NOT A FINE TIME: The county supervisors are looking for any way out of the recession they can find. Tuesday, they agreed to waive penalty fees, for six months, that builders or homeowners are required to pay if they get caught doing construction without all the proper permits. . . . You still have to pay the building fees, just not the penalty fees for filing late. The plan, says Supervisor Thomas F. Riley, is to “ease the burden of doing business” in the county.
