Incumbents Set Pace in Fund Raising for City Council Election : Inglewood: Daniel K. Tabor and Anthony Scardenzan have taken in about $20,000. Challenger Mary H. Allen has lent her campaign a similar amount.

The incumbents are the big money raisers in this year’s race for two seats on the Inglewood City Council, though one challenger has been financing her entire campaign by herself--to the tune of nearly $20,000.

Mary H. Allen, one of five people challenging veteran Councilman Daniel K. Tabor in District 1, lent her campaign $19,777 and spent every cent, according to the campaign finance reports that the candidates are required to file in the Inglewood city clerk’s office.

Allen, a 42-year-old counselor and administrator in the Los Angeles Unified School District, said the money represents how serious and committed she is to “making this a better city.”

Her campaign, she said, is a grass-roots effort directed at people who don’t have a lot of money to make campaign contributions. Calling herself unbossed and unbought, Allen said she didn’t solicit contributions from big givers because “I didn’t want to owe anybody any favors.”

Allen said the money comes from savings that she and her husband, Tommy, a Los Angeles County sheriff’s deputy, accumulated. If elected, Allen said, she plans to ask corporations and lending institutions to invest in the community just as she has done.

The top fund-raisers in the council race are incumbents Tabor and Anthony Scardenzan, who represents District 2. Tabor had raised $19,118 by March 20, the end of the period covered by the latest report. He had spent $4,311 of that amount. Scardenzan had raised $20,357 by the end of the reporting period and spent $4,057.

Tabor and Scardenzan are both seeking a fourth term. Each faces five challengers. To avoid a June 8 runoff, Tuesday’s winner in each district must receive more than half of the votes.

Both incumbents received sizable contributions from two of the city’s largest franchise holders--Continental Cablevision and Western Waste, the garbage hauler. The cable TV firm gave Scardenzan $750 and Tabor $500. Western Waste gave Scardenzan $1,500 and Tabor $1,000.

California Sports Inc., owner of The Forum, gave Scardenzan $600 and Tabor $750.

Other candidates running against Tabor include Gilbert A. Mathieu, who says he will file an amended report with the city clerk. Mathieu totaled his $1,760 in contributions incorrectly. He spent $1,026.

Another Tabor challenger, Brad N. Pye Jr., reported raising $5,335 and spending $1,955. Curren Price Jr. raised $8,800 in addition to $1,000 of his own money that he put into the campaign. However, he had spent $11,052, creating a campaign debt of more than $1,000.

The fifth Tabor challenger, Pamela Fisher, did not file a report but said she will do so this week. She must file by the end of the grace period on Monday or be subject to a fine.

The Scardenzan challenger who comes closest to the incumbent in terms of fund raising is Inglewood businessman Satanand (Stan) Sharma, with $8,097 raised and $7,660 spent.

Also in the District 2 race, challenger Mark B. Ganier said he will file an amended report to accurately reflect the $950 that has gone into his campaign and the $739 he says he has spent. Ganier’s report contained a mistake in addition. Roughly half of Ganier’s campaign money came from his own pocket.

Other Scardenzan challengers include Gary J. Nelson, who raised $675 and spent $645 by the end of the reporting period, and Judith L. Dunlap, who raised $1,085 and spent $255. Barbara Anne Seymore filed a special form early on in her campaign saying she would not raise more than $1,000.

The next finance reports are not due until after Tuesday’s election.
