Kohl Plans to Tax Property Recovery
Chancellor Helmut Kohl’s government said Wednesday that Holocaust survivors and their heirs must pay a hefty tax if they want to regain eastern German property they lost to the Nazis.
The proposal, which also affects people recovering property taken by Communists, is intended to create a fund to compensate those who want money rather than lost property. The plan, approved by Kohl’s Cabinet, now goes to Parliament.
Jewish leaders said the tax would be immoral and would violate commitments made by Kohl as part of the German unification process.
