IT WASN’T ME: Some customers in the Santa Margarita Water District are so upset over disclosure of lavish spending by its managers (B1) that they’re verbally abusing some of the field workers and subjecting them to obscene hand gestures. . . . But a few district employees have provided their own solution this week: They’ve been coming to work with paper bags over their heads with eye cutouts. They say it’s a way to feign embarrassment and also relieve the tension.
