I am strongly in favor of the changes that have been introduced in Congress by Reich because of a bad situation in the labor market which tips the scales heavily to the management side, i.e., lingering, chronic unemployment. This army of unemployed Americans, in my view, provides employers with a guaranteed pool of hungry non-union workers who are readily available to anti-union employers determined to replace union members who “hit the bricks” to improve their life’s work. Where is balance, equity between the parties?

By following through on his promise to the voters during the campaign, President Clinton is making a basic change in labor relations needed to re-establish the principle of fairness in the workplace.
