Clinton to Name Four to Energy Commission

WASHINGTON —
President Clinton announced that he would name four new members to the Federal Energy Regulatory Commission: Bill Massey, a Washington attorney and former chief counsel for Sen. Dale Bumpers (D-Ark.); Donald Santa, counsel for the Senate Energy Committee; James Hoecker, a Washington attorney, and Vicky Bailey, a commissioner of the Indiana Utility Regulatory Commission.
