DUAL JOBS: After 25 years as a Los Angeles firefighter, Bob D. Simpson never considered retirement. He became Anaheim’s fire chief, then its assistant city manager, then city manager, and now he’s on its City Council. He’ll soon join new Supervisor William G. Steiner’s staff as “special assistant.” Says Simpson: “I think Bill wanted somebody with a little more experience than is usually available.” . . . But Simpson will only work part time, since he won’t leave the Anaheim council until the end of 1994.
