REFORM: Police Chief Willie L. Williams’ sweeping new plan to revamp the department (B1) will accelerate changes that already affect police work in the Valley, says Deputy Chief Mark A. Kroeker, who heads LAPD’s Valley Bureau. . . . As a first step, he hopes to use newly obtained funds for Neighborhood Watch supplies and community policing training.
