ARREST WITH CARE? Former Newport Beach Police Chief Arb Campbell and ex-Capt. Anthony Villa, fired after sexual harassment allegations (B4), angrily claim a police meeting was held to “target” them for later arrest. Not so, says acting Chief Jim Jacobs. . . . After one officer reported an encounter with Campbell, Jacobs says, he just met with officers to make sure that they are extra careful if either the ex-chief or Villa are ever stopped. “It’s a sensitive area for our officers,” says Jacobs. “I hope it never comes about.”
