CHARTER MEMBER: It took months of negotiations and months more of waiting, but Vaughn Street School finally got school board permission Thursday to become the district’s second “charter school”. . . . Among other changes, the Pacoima elementary school’s teachers and parents plan to reduce class size, share decision-making powers and take control of most funds.
