STILL UNGRATEFUL? The Pasadena City Council has finally agreed to let the Grateful Dead, who tend to spawn rowdy fans, play at the Rose Bowl on Aug. 14. . . . But what about Irvine Meadows, where the San Francisco rock group was dropped in 1989 after years of making it an annual roost? Irvine Councilwoman Paula Werner sees no need to welcome them back.
