Warring Afghan factions bombed and shelled the capital, even after the defense minister agreed to resign under a cease-fire plan. The prime minister-designate, Gulbuddin Hekmatyar, had been attacking the capital for months, demanding that his archrival, Ahmed Shah Masoud, be dismissed as defense minister. Masoud accepted the plan to step down, but fighting continued with rockets whistling overhead and slamming into Kabul.
