CSU, County, Cities Agree on Campus Pact

After nearly a year of negotiations, California State University officials have signed off on a preliminary agreement with Ventura County and two cities about building a four-year university campus in the county, Cal State officials said Tuesday.

The agreement spells out how the county and the cities of Oxnard and Camarillo would share responsibility for providing sewers, police and other services for the campus, which Cal State officials are proposing to build on 260 acres of farmland between Camarillo and Oxnard.

The County Board of Supervisors and the Oxnard City Council signed off on the agreement late last year.

But Camarillo officials’ concerns about how they would pay to expand their sewage-treatment plant to serve the university held up negotiations, according to David Leveille, CSU director of institutional relations.

Camarillo officials resolved their concerns through a pact in which CSU agrees to negotiate with the city over the costs of any necessary expansion of the sewer plant.

The proposed campus, at Beardsley Road and Central Avenue, would eventually serve 25,000 students.
