State to Revoke Licenses of 2 Day-Care Operators

State officials announced Tuesday that they are revoking the day-care licenses of two Orange County women who allegedly ignored a host of health and welfare codes.

The state Department of Social Services said it was revoking the license of Linda Claire Jordan, who has run a center for six children on 9th Street in Buena Park, and that of Sang Sook Kim. She has operated two centers on Lampson Avenue and Gilbert Street in Garden Grove.

The state actions do not carry any civil or criminal penalties, but they do mean that neither woman will be able to run a community care facility in the state unless they challenge the decisions in court, officials said. Orange County has about 2,480 licensed centers.

Neither Jordan nor Kim could be reached for comment Tuesday.

State officials alleged that each woman violated numerous state codes, endangering the welfare of children at their centers.

According to a state report prepared in her case, Jordan “was under the influence of alcohol” in March when she stumbled on a flight of stairs while carrying an infant in her care.

State officials said she had also left three children unattended in a parked car.

In revoking Kim’s license, state officials alleged that she exceeded the 12-child limit at each of her centers on several occasions, failed to adequately supervise the children and repeatedly ignored warnings and citations from the state.

Liz Brady, a spokeswoman for the Department of Social Services, said that both Kim and Jordan also routinely failed to screen applicants for past criminal records, as required.
