Trade Surplus-to-Aid Plan in the Works: Japan will adopt a five-year program to recycle $120 billion of its trade surplus as aid to developing countries, the Kyodo news agency reported. Kyodo quoted a government source as saying the program will be taken up in a Cabinet meeting June 25. The plan reflects Tokyo’s desire to help developing nations as host of the July summit of the Group of Seven industrial nations, the source was quoted as saying.
