Talks Deadlocked on Builder Bias: The efforts to open Japan’s $24-billion public construction market to foreign contractors went nowhere in two days of negotiations in Washington, with officials on both sides saying they are deadlocked. A Commerce Department spokesman said further discussion of the issue will be scheduled and that if there is no progress by month’s end, the United States may adopt sanctions.
