Nation IN BRIEF : MIDWEST : National Guard Aids Fight Against Floods

Volunteers and National Guard troops bolstered dikes against the surging Mississippi River, swollen by flooding that halted barge traffic from St. Paul, Minn., to St. Louis. As new storms brought as much as five inches of rain to southern Wisconsin, Iowa and Minnesota, Iowa Gov. Terry Brandstad declared disaster areas in 15 counties and called out National Guard troops to help with sandbagging.
