From Times Staff and Wire Reports

Khmer Rouge commanders agreed to merge their forces with the army of Cambodia’s newly elected government, raising hopes for peace. In a surprise move, Khmer Rouge guerrillas in two northwestern provinces also said they will open areas they control to U.N. peacekeepers. The U.N. forces have been barred throughout their 15-month-old peacekeeping mission from the 20% of Cambodia that the Khmer Rouge controls. The U.N. troops were deployed in Cambodia under the terms of a 1991 peace accord that formally ended 13 years of civil war.
