Construction Ministry Eyes Open Bidding: The country is considering the move in response to pressure from the United States to open its construction industry, a construction ministry official said. The official said Construction Minister Kishiro Nakamura wants to set up a panel within a standing committee to advise him on plans for introducing a limited general tender system. Although U.S. Trade Representative Mickey Kantor extended the deadline for action by Japan to Nov. 1 from June 30, the construction ministry is also facing pressures at home. Ties between politicians and construction businesses have spread as top executives from four leading contractors were arrested on suspicion of bribing a mayor in northern Japan. The ministry is considering suspending new business with the four firms for several months.
