Port Invites Bids on Public Works: China’s northeastern port city of Tianjin is inviting international bids for a $348-million public works project, the official Xinhua News Agency reported. The project includes the construction of a railway linking Tianjin to nearby Tanggu harbor, a water plant and a power plant, Xinhua said. Until earlier this year, China did not allow foreign companies to take part in public works projects.
