From Times Staff and Wire Reports

Under extra-heavy security, Gen. Colin L. Powell, chairman of the U.S. Joint Chiefs of Staff, arrived for his first visit to Kuwait since a U.S.-led coalition drove out Iraq in the Persian Gulf War more than two years ago. Security forces used bomb-sniffing dogs along Powell’s route and searched reporters and other bystanders. Former President George Bush was the target of an alleged Iraq-sponsored assassination plot when he visited Kuwait in April.
