Malaysia to Skip Summit: The nation’s prime minister said Sunday he will not attend an Asia-Pacific summit called by President Clinton. Clinton has proposed that leaders from member countries of the Asian-Pacific Economic Cooperation Council--which includes the United States, Japan and China--meet in Seattle in November after the group’s annual ministerial meeting. Prime Minister Mahathir Mohamad has said Malaysia does not want to see APEC evolve into a formal bloc. Malaysia is instead promoting an East Asian Economic Caucus, excluding the developed economies of North America, Australia and New Zealand.
