Satellite Technology Management: The Costa Mesa manufacturer of satellite communications networks reported a second-quarter loss of $1.9 million, or 41 cents a share. That contrasted with a profit of $904,500, or 19 cents a share, for the second quarter of 1992. Revenue fell to $581,500 from $4.9 million. The company said second-quarter results were affected by contracts that were not finalized as planned because of a U.S. Commerce Department investigation. For the first half, the company lost $1.5 million, or 31 cents a share. That contrasted with a profit of $1.7 million, or 42 cents a share, for the same period a year earlier. Six-month revenue was $3.6 million, down from $9.3 million.
