From Times Staff and Wire Reports

Nigeria’s military leader Gen. Ibrahim Babangida has endorsed proposals by the country’s two political parties for an interim government to succeed his military regime. But the interim government’s composition and tenure was unspecified. It is expected merely to replace the largely powerless civilian transitional council, which Babangida set up in January amid uproar over his decision not to hand over power then. Babangida has promised to hand over power on Aug. 27. He has previously abrogated such promises.
