Point Arguello Oil Producers Will Use All-American Pipeline: Chevron Corp., Exxon Corp., Texaco Inc. and other companies with offshore wells near Santa Barbara have signed contracts to use the pipeline beginning in 1996, a move that could squelch plans for much or all of the proposed Pacific Pipeline. The Pacific line would run from the producers’ oil-loading terminal at Gaviota to refineries in Los Angeles. The existing All-American line runs from Santa Barbara to Texas, north of Los Angeles, but could be connected to the refineries. The Point Arguello producers have begun shipping oil by tanker from Gaviota to Los Angeles under a state permit that requires use of a pipeline by 1996. Most recent attention has centered on the Pacific Pipeline Systems plan.
