TUSTIN : Base Designated for Redevelopment

The City Council plans to declare the Tustin Marine Corps Air Station a redevelopment area once the 1,600-acre property is converted to civilian use in 1997.

Sitting as the Redevelopment Agency, the council this week hired a consultant to prepare a redevelopment plan that will guide the city’s efforts to develop the base once the city acquires jurisdiction over it.

Assistant City Manager Christine Shingleton said converting the base into a redevelopment area is necessary because the city may have to spend money to improve roads, sewers and other parts of the infrastructure, remove toxic waste and demolish buildings that may not suitable for use.

The council decision to convert the base into a redevelopment area is procedural and will not affect the eventual use of the base, Shingleton said. Zoning laws will apply regardless how the base will be used, because the property is within city boundaries, she said.

The city hopes to adopt a balance between commercial, industrial and residential zones. The redevelopment study will include ways to finance projects in the area.

The study will take about 11 months with completion expected in July, 1994, Shingleton said. It will cost the city $67,400.
