* It is about time that Section 936 of the tax code was revised to give our country a better chance to compete for jobs with Puerto Rico (“Hazy Forecast for Puerto Rico,” Aug. 16). This is a good item in the budget bill that should help produce more good jobs at home. There was no logical reason for our government to encourage companies to close plants here and move to Puerto Rico.

If these incentives worked so well for Puerto Rico, our government should do something similar for our depressed major cities such as Chicago, Detroit, Los Angeles and New York. These are the places that need lots of good jobs.
