Hayes-Bautista, a medical sociologist who runs a Latino health study center at UCLA, turned down the key numbers post, writing a Commerce Department official that “my family has decided against a long-term, permanent move out of the Los Angeles area.” He said there had been “much discussion” with his wife and children about “the pros and cons of a possible appointment” as census director. . . . Hayes-Bautista became the leading candidate after another noted UCLA demographer, Leo Estrada, was disqualified because he had employed an illegal immigrant for child care and did not pay her Social Security taxes. . . . Frustrated Administration headhunters are seeking new prospects.
