Medical Disciplinary Actions

The Medical Board of California licenses physicians and other medical professionals. It also investigates complaints and issues disciplinary actions. The most serious penalties are license revocation, suspension and probation.

Following are the Los Angeles County medical professionals who were subject to serious disciplinary actions between Feb. 1, 1992, and Nov. 30, 1992, according to board documents. Final actions are published only after all appeals are exhausted.

DOCTORS

* Abraham A. Chaplan, M.D., Tarzana. Conviction in New York for grand larceny. Conviction in New Jersey for Medicaid fraud. Licenses in New York and New Jersey were revoked. Moved to California, where he prescribed controlled substances without examination or medical indication. (He swapped drugs for jewelry.) License revoked. Effective March 8, 1992.

* Gordon S. Goei, M.D., Beverly Hills. Knowingly making a document related to the practice of medicine that falsely represents the facts. One year’s suspension of license stayed; three years’ probation. Effective March 8, 1992.

* Robert L. Iacullo, M.D., Marina del Rey. Dishonesty in filing false bank applications. Revocation of license stayed; five years’ probation. Effective May 28, 1992.

* John F. Kappler, M.D., Van Nuys. Conviction in Massachusetts for second-degree murder, armed assault with intent to commit murder, and assault and battery with a dangerous weapon. He ran down two joggers, killing one. License revoked. Effective Feb. 21, 1992.

* Omar Schusselin, M.D., West Covina. Conviction for Medi-Cal fraud. License revoked. Effective May 1, 1992.

* Sandra Soho, M.D., Newhall. Gross negligence and incompetence in patient care and treatment, including excessive prescribing of controlled substances, prescribing without legitimate medical reason and prescribing to addicts. Prior discipline. License revoked. Effective May 13, 1992.

* Mohyi Soleiman, M.D., Northridge. Failed to follow up and properly manage a breast-mass case. Ordered four refills of the depressant drug Xanax to a patient complaining of depression. Gross negligence and repeated negligent acts. Revocation of license stayed; five years’ probation. Effective Sept. 21, 1992.

* Ruth Ann Stupak, M.D., Los Angeles. Mental illness affecting the ability to practice safely. License revoked. Effective April 26, 1992.

PHYSICAL THERAPISTS

* Guy Jaaskelainen, Downey. Physical therapy assistant engaged in sexual misconduct with female patient during physical therapy sessions. License revoked. Effective Feb. 21, 1992.

* Jagdischandra Purohit, San Dimas. Sexual misconduct with female patients. License revoked. Effective July 24, 1992.

RESPIRATORY CARE PRACTITIONERS

* Veronni Estelle, Long Beach. Conviction for possession of paraphernalia used for unlawfully injecting or smoking a controlled substance. Revocation of license stayed; five years’ probation. Effective April 12, 1992.

* Sharon Johnson, Compton. Displayed an expired license that had been fraudulently altered. Continued to practice without a valid license. License revoked. Effective March 3, 1992.

* Adam M. Klein, Westlake Village. Lied on his license application, concealing a conviction for drunk driving. After being licensed, four separate convictions for inflicting corporal injury on his wife. License revoked. Effective April 8, 1992.

* Linda Samm, Los Angeles. Conviction for assault with a firearm with mitigating circumstances. Revocation of license stayed; two years’ probation. Effective Aug. 29, 1992.
