Rossmoor : Park Project to Start at Rush School Site
After more than two years of delay caused by legal challenges, construction will begin next month on converting the site of the vacant Rush School into a park.
By unanimous vote, the Rossmoor Community Services District board on Wednesday awarded a $172,000 contract to the Ettlin company to renovate the site.
The proposed improvements include the planting of 36 trees and new grass, removal of a chain-link fence and an asphalt area in the center of the park, and replacement of old baseball backstops and an irrigation system at the site.
The grounds are located at 3021 Blume Drive in Rossmoor.
The Rossmoor Community Services District bought the Rush School site from the Los Alamitos Unified School District in July, 1991, after residents agreed to tax themselves to pay for the $4.1-million property.
But a $5-million bond sale was delayed for two years when a resident, Virginia Dorton, challenged it in lawsuits that reached the state Supreme Court.
In May, the state’s high court cleared the way for the sale of the bonds, ruling that the community services district has the authority to assess property taxes to finance property acquisitions for parks and recreational purposes.
