LAGUNA BEACH : Beating Victim’s Claim Is Rejected

The City Council has rejected the claim of a man who was severely beaten here in January in what police labeled a hate crime because his assailants thought he was gay.

Loc Minh Truong was attacked by out-of-towners about midnight Jan. 9 near the beach between Mountain Road and Thalia Street.

The attack caused an uproar in Laguna Beach, immediately prompting a special Saturday City Council meeting and later a candlelight vigil at the site of the beating.

Truong filed a claim against Laguna Beach in June, saying the city failed to provide adequate security. The City Council unanimously rejected the claim last week. The claim sought $86,438 for the initial medical treatment and other unspecified amounts.
