Investigators have concluded that federal agents who directed the Feb. 28 raid on the Branch Davidian compound in Texas rewrote the action plan after the raid ended in disaster, a law enforcement official said. The report, to be released today, says the action plan written for the raid by the Treasury’s Bureau of Alcohol, Tobacco and Firearms agents was incomplete and lacked detail. Details of the plan were reported in today’s editions of the Washington Post.
