FINDING HOME: Which cities get the most immigration? U.S. News & World Report studied nationwide census figures to find out. Though Westminster is known as the home of Little Saigon, the magazine says Monterey Park has the most Vietnamese immigrants. . . . Santa Ana ranks first for Mexican immigrants. But for both, the magazine says, newcomers are generally poorly educated, with low income and poor job prospects.

EASY DOES IT: With alarm over violence against police increasing, Westminster wants to bring attention to police officers who show restraint when confronted with violent situations. In the past year, five officers have been honored by the city for showing restraint even with their lives in danger. . . . The latest, at ceremonies this week: Officer Robert Trotter, who was attacked by a robbery suspect armed with a six-inch knife. Although Trotter had his gun drawn, he used martial arts to subdue the suspect, because of possible danger to others if he had fired.

NO-TRADE CLAUSE: Los Angeles Rams rookie running back Russell White hopes his playing time will increase as the Rams hope to even their record tonight to 3-3 (C1). But Bill Redell, White’s coach when he was at Crespi High in Encino, isn’t feeling too sorry for him. . . . Redell, as a defensive back, was a 20th-round draft pick by the Rams 30 years ago. He got a signing bonus of $1,000. That’s $204,000 less than White got as a third-round pick last spring. Says Redell: “Tell Russell I’ll trade him signing bonuses.” Says White smiling: “No way. It’s already spent.”

TOP REASON WHY: The new Foothill tollway in Lake Forest, which opens to the public Sunday, is just 3.2 miles long, but it’s got people talking. Even TV’s David Letterman mentioned this week it will be the first toll road in Southern California. . . . Of course, with Letterman, there’s always a twist. Actually, Letterman said, “It’s the second, if you count Heidi Fleiss’ driveway.”
