Suspect Back in State to Face Molestation Charges

Led by several San Bernardino County sheriff’s deputies, a woman accused with her boyfriend of sexually assaulting a Newport Beach girl was returned to California on Thursday to face charges.

Evelyn (Evie) Bacilio, 33, got out of a sheriff’s helicopter at Rialto Municipal Airport, then was taken to the West Valley Detention Center in Rancho Cucamonga, where she was held on $2-million bail, said sheriff’s spokesman Tim Bryant.

Bacilio, who worked at an Ontario medical office supply company and baby-sat the 4-year-old alleged victim, is scheduled to be arraigned Monday, Bryant said.

Ron Ruskjer, 44, a former instructor at Loma Linda University, is also accused of molesting the girl. He pleaded not guilty Thursday to four felony charges.

Attorneys are due back in court Oct. 29 for a bail hearing for Ruskjer, who also is being held on $2-million bail, said prosecutor Frank Vanella.

Ruskjer faces two counts of oral copulation of a person under age 14, and single counts of rape of an unconscious person and committing a forcible lewd act upon a child.

Bacilio has been charged with two counts of committing a forcible lewd act upon a child, and single counts of oral copulation of a person under 14 and using a minor for a sex act.

Ruskjer was picked up Friday in Detroit after getting off a plane from Tokyo. He was brought back to Southern California on Sunday. Bacilio was arrested in Las Vegas on Friday before she could board a plane to Chicago. She reportedly planned to meet Ruskjer there. On Monday, she waived extradition and agreed to return to California.

Instant-camera photos of a couple abusing the girl were found in Los Angeles on Oct. 1, near Normandie Avenue and 1st Street. They were later turned over to authorities.

The child, who became the object of a high-profile search, turned up safe at her Newport Beach home. Her parents apparently were unaware that the girl pictured in the photographs was their daughter.
