Suspect in Fatal Shooting of Man Arrested After 6 Weeks in Hiding : Crime: Hector Garcia, 22, of Oxnard is being held on bail of $520,000. He is expected to be arraigned today in slaying of Michael Mansir.

A man wanted in connection with a fatal September shooting in an upscale Oxnard neighborhood near Channel Islands Harbor was in the Ventura County Jail on Monday after being arrested in San Bernardino County.

He had been on the loose for about six weeks.

Hector Garcia, 22, of Oxnard was being held in lieu of $520,000 bail on charges of murder and robbery, a Ventura County Jail spokesman said. He is expected to be arraigned in Ventura County Municipal Court today.

Michael Wayne Mansir, 24, was shot at least three times at close range in the living room of his family home in the 2500 block of Peninsula Road. He died shortly afterward at St. Johns Regional Medical Center.

Police began looking for Garcia immediately after the shooting. They obtained a search warrant charging him with murder based on statements from the victim’s brother and another man who saw Garcia just before the shooting.

Police said witnesses saw Garcia, armed with a gun, show up at Mansir’s door just before 7 that night. A friend of Mansir’s told police that he opened the door, saw Garcia with the gun and ran from the house.

Within seconds, Garcia walked into the living room and shot Mansir several times, police said, and had not been seen until his arrest.

According to Oxnard Police Sgt. Charles Dunham, investigators received an anonymous call informing them that Garcia was hiding at a residence in Hinkley, in San Bernardino County.

After being contacted by Oxnard police, San Bernardino sheriff’s deputies located Garcia, who was arrested without incident and booked at the San Bernardino Jail, authorities said.

Authorities have not released a motive in the slaying.

Police have also linked Garcia to an armed robbery at a grocery store nearly two weeks before the shooting. They have said they’re not sure whether Mansir’s slaying and the robbery are connected.

Police say Garcia, Mansir and a third man--David Lutizell, 25, who was arrested in connection with the robbery--were friends and hung out in the well-to-do areas of Mandalay Bay and Leeward Estates, where Mansir lived.

During the robbery, Garcia allegedly entered the store about 6:30 a.m. wearing an olive-green suit, and carrying a briefcase and gun.

After herding a store manager and Lutizell--who was the store’s dairy manager--to the safe, Garcia stole some money and pretended to take Lutizell hostage, police said.

Lutizell was arrested on an armed robbery charge.

Relatives of Mansir said Monday that no judicial action can compensate them for their loss.

“In my opinion, justice will never be served in earthly courts,” said Jeff Mansir, the victim’s brother, “because no matter what happens, it’s not going to bring my brother Michael back.”
