TCI Apologizes for Memo: “The tone of one portion of the memo was regrettable, and TCI has extended its apologies to the Federal Communications Commission,” Tele-Communications Inc. said in a statement after a TCI executive’s letter to cable system managers was published in the Washington Post. The memo, from Barry Marshall, chief operating officer of a subsidiary of the cable operator, urged raising rates for cable services and blaming the increases on recent federal regulations. It said, in part: “The best news of all is we can blame it on re-regulation and the government now. Let’s take advantage of it!”
