France Insists on Treaty Debate: The government raised the stakes in the negotiations over a GATT world trade pact by insisting its Parliament would have to debate a deal before a Dec. 15 deadline. The European Community refused to comment on the French move but said it sympathized with Paris’ concerns that the deal may be held up and then rushed through at the last minute. France also indirectly warned the United States against trying to drive a wedge among European Community countries over the trade talks. France wants to renegotiate last year’s agreement on farm trade because it will hurt French farmers by cutting subsidies. The United States has refused to discuss last year’s agreement and insists that the Dec. 15 deadline, agreed by GATT participants, must be adhered to or the deal will be dead.
