A homeless woman was found dead on a bench outside HUD headquarters while Housing Secretary Henry G. Cisneros and his aides were inside trying to get more money to shelter the homeless. The dead woman, Yetta M. Adams, 43, appeared to have died of natural causes, police reported. “A society this wealthy, we just shouldn’t have to accept people dying on our city streets and sidewalks,” Cisneros said in an interview. Cisneros wants to double the agency’s annual budget on homeless programs to $1.5 billion.
