City OKs Recycling Pickup From Navy Base

A recycling crew from the small community of Channel Islands Beach may pick up recycled material from the Navy’s Seabee base in Port Hueneme, the Port Hueneme City Council has agreed.

Under the innovative, three-way agreement approved Wednesday, the curbside recycling team of the Channel Islands Beach Community Service District will service the Seabee base’s drop-off recycling center twice a week.

The arrangement will allow the district’s recycling crew--which now collects recycled material from curb sides three times a week--to work full time on recycling, said Jim Passanisi, the district’s superintendent.

“It’s really going to be a good deal for everybody involved,” Passanisi said. “Right now it costs the Navy to haul the material out, while our crew will become more efficient.”

District officials estimate that its crews could pick up as much as two tons of mixed recyclable material each time it services the base’s drop-off center. Passanisi said annual revenues from selling the material could reach $18,000, increasing the district’s recycling revenues by two-thirds.

Before approving the agreement, the Port Hueneme City Council was assured that removal of materials from the base would help the city meet a state-mandated goal to divert 25% of solid waste by 1995.
