President Clinton selected Pat Griffin, 44, a former Senate aide, to replace Howard Paster as his chief congressional lobbyist. Griffin, who heads a firm that specializes in governmental affairs, is a veteran of the Senate Budget Committee staff and was a senior aide to Sen. Robert C. Byrd (D-W. Va.). Paster, returning to the post of chairman of the Hill and Knowlton public relations firm, resigned as Clinton’s chief lobbyist last month, saying he wanted to spend more time with his family.
