3 ‘Pioneer’ Firms Get Wireless Licenses: American Personal Communications, Cox Enterprises Inc. and Omnipoint Communications Inc.--all innovators in wireless personal communications devices--were licensed for space on the airwaves without having to compete in auctions. In granting the licenses under a “pioneer preference” policy, the Federal Communications Commission said it was rewarding private investment in advanced mobile communications technology. The three firms earlier won the right to test products on the air in a competition with 47 other innovators.
