T-Bill Rates Mixed: The Treasury Department sold $13.1 billion in three-month bills at an average discount rate of 3.06%, the same as last week. Another $13.1 billion was sold in six-month bills at an average discount rate of 3.21%, down from 3.25% last week. The six-month bill rate was the lowest since they averaged 3.19% on Oct. 25. In a separate report, the Federal Reserve Board said the average yield for one-year Treasury bills, the most popular index for making changes in adjustable-rate mortgages, fell to 3.60% last week, down from 3.61% the previous week.
