3 Dominicans Die, 23 Missing After Boat Sinks

SANTO DOMINGO, Dominican Republic —
Three people from the Dominican Republic died and 23 were missing after a boat trying to smuggle them into Puerto Rico sank, authorities said Tuesday.
Thirty-seven other people were rescued after the boat was swamped by a large wave and the motor failed Monday, officials said.
