A Superior Court judge declined Wednesday to force Gov. Pete Wilson to require that growers warn nearby residents when applying methyl bromide, a widely used pesticide believed to cause birth defects.

The Wilson Administration decided last week to exempt farmers from the warning requirement that was scheduled to take effect Jan. 1 under Proposition 65. Environmentalists took the governor to court, but Judge Raymond Joseph Arata Jr. refused to grant a temporary restraining order and set a hearing for Jan. 14.
