A summary of selected City Hall actions this past week affecting Central Los Angeles.

CITY COUNCIL

* ATMs: Approved installing automated teller machines (ATMs) at four police facilities in areas where banking services are not available. The ATMs are to be installed at the 77th Street, Harbor, Wilshire and Central police divisions. The agreement is for four years at no cost to the city. The Police Credit Union will pay for installation and other expenses.

* FIELD OFFICE LEASE: Approved a five-year lease at 4837 N. Huntington Drive for the El Sereno field office of the Los Angeles Housing Department at an annual cost of $18,000.

* ARTWORK: Approved two lighted gates and an arch at the Wilshire Boulevard entrance of MacArthur Park. The gates, which are valued at $13,000, are a gift from artist R. M. Fischer and are made of aluminum, steel, zinc, concrete and fiberglass.

* CRENSHAW HIGH: Approved using $600 from the 8th Council District’s public service funds to partially fund Crenshaw High School’s swimming program for one semester.

HOW THEY VOTED

How South-Central and Eastside City Council representatives voted on selected issues. * CITY CLERK: Voted down a proposal to discuss an action by the city’s Civil Service Commission last fall permitting Elias (Lee) Martinez to return to his job. Martinez was fired as city clerk in June after sexual harassment charges were filed against him. Former Mayor Tom Bradley had recommended Martinez’s termination after an investigation of the charges. Failed: 7-8. Voting for a discussion: Jackie Goldberg, Mark Ridley-Thomas and Rita Walters. Voting no: Richard Alatorre, Mike Hernandez, Nate Holden and Rudy Svorinich Jr.

* FREEWAY GRAFFITI: Approved spending $90,000 for graffiti removal from Harbor Freeway underpasses. The money will allow a private contractor to continue removing graffiti from freeway underpasses throughout the city. Passed: 14-0. Voting yes: Alatorre, Goldberg, Holden, Svorinich, Ridley-Thomas and Walters. Absent: Hernandez.

* HOME EQUITY FRAUD: Approved a pilot program to assist low-income people who are in danger of losing their homes through home equity fraud schemes. The program is being funded by a $250,000 city grant, which will allow victims of housing scams to borrow as much as $10,000 to pay off bad debts. Passed: 13-0. Voting yes: Alatorre, Goldberg, Holden, Svorinich, Ridley-Thomas and Walters. Absent: Hernandez.
