From Times Staff and Wire Reports

President Carlos Salinas de Gortari said he wants a general amnesty for all sides in a conflict in the southern state of Chiapas and ordered a special session of the Mexican Congress to consider the plan. He said the offer will give rebels who launched a New Year’s Day uprising for indigenous rights no excuse not to lay down their arms. The newspaper La Jornada said the rebels, known as the Zapatista National Liberation Army, will respond to the government’s call for dialogue soon and listed some of their goals.
