Israeli and Palestine Liberation Organization negotiators meeting in Cairo reported progress toward implementing their accord on limited Palestinian self-rule in the occupied territories. In a joint statement issued at the end of three days of talks, negotiators said they still need more time to resolve security and administrative issues and hope for further progress when talks resume next week. The latest round of talks focused on security arrangements for the Gaza Strip and the West Bank town of Jericho, the size of the Palestinian police force and where Palestinian police will be deployed. In Jerusalem, Israeli Foreign Minister Shimon Peres said Israeli troops can withdraw from the Gaza Strip and the West Bank region of Jericho four weeks after Israel and the PLO resolve disputes holding up an autonomy agreement.
